The Institute's plan is to "eliminate and preempt local municipal authority in connection with smoking restrictions, vending and sampling regulation, as well as other safety and health issues arising under the state's police powers. In addition, a free-standing preemptions bill will likely be introduced during the first month of the session to serve as an alternative vehicle to achieve industry goals in this area."
